Observed sequences of type III solar radio bursts are analyzed taking into account the fact that resonant and self-sustained mechanisms for modulating the radio emission are characterized by different distributions of the pauses between bursts. Modulation of the flux of accelerated electrons during a flare proves to be a stochastic process obeying Poisson statistics (noise), and is not the result of oscillations of any resonant or periodic self-excited systems. Therefore, the observed properties of type III bursts do not confirm the existence of current layers with oscillatory dynamics during flares or the appearance of resonant magnetohydrodynamic oscillations in active regions.
