The effect of passing shock waves on the turbulence spectra of interplanetary or interstellar plasma and on the scintillation indices and spectra of compact radio sources is considered. It is shown that if interstellar irregularities have some characteristic scale, shocks will transform them so as to produce several new scales, and that that behavior will be manifested by the scintillation spectrum, perhaps giving evidence for shocks in interstellar space.
