A theory of drifting-subpulse phenomena in radio pulsars is formulated in terms of travelling-wave modulation of the high-energy positron and ion components of the open magnetic-flux-line current density. The necessary condition for growth of travelling waves is derived for a model system. The theory provides qualitative explanations for the effect of nulling on the subpulse drift rate, the subpulse memory phenomenon, and for the observed correlation of drift direction with period derivative.
