The generation conditions of high-energy electrons (E greater than 0.025 MeV) and protons and heavier nuclei (E greater than 0.30 MeV/nucleon) in solar flares are examined on the basis of Prognoz and Venera data. A good correlation is obtained between flux amplitudes of flare electrons and thermal X-ray emission. Two types of events were found to exist in solar cosmic rays: those accompanying and those not accompanying bursts of hard X-ray emission. A model explaining this phenomenon is discussed.
