The X-ray spectrum of Seyfert 1 galaxies is characterized by a hard power-law spectrum. It is often postulated that this maintains a Compton-heated two-phase Broad-Line Region (BLR) around the central source. The authors show that the strong excess soft X-ray emission observed in MKN 841 and other Seyfert galaxies invalidates this model if the BLR is spherically symmetric. Alternatives are proposed. Weak excess soft X-ray emission from the Compton-hot intercloud medium may be observed when the central source is obscured by a broad-line cloud, such as occurs in NGC 4151. Clouds cooling from the hot phase can increase this soft X-ray flux and in future may also be detected by ultraviolet and X-ray absorption studies. Strong excess soft X-ray emission could be common in many galaxies.
