The development and testing of an automatic instrument for evaluating solar constant measurements are investigated. The basic features of solar constant measurements are examined. The absolute size of the solar constant and the variability of the solar constant are calculated; attained and required accuracy measurement characteristics are determined. The factors which influence solar constant measurements such as the photosphere and coronal disturbances are analyzed. Data from the measurements of the integral solar constant and its spectral composition, obtained by utilizing different carriers, are presented. The design and capabilities of the instrument that measures solar constant, its meteorological support, and the results from the testing of the instrument on board the satellite Cosmos are described. Long-range developments in solar constant measurements are discussed.
