Zeeman spectrograms of photospheric magnetic fields of three active regions (Nos. 113, 123, and 216) and magnetic fields in a 2B flare are analyzed. Nonsunspot magnetic fields are found to have two spatially unresolved components: a quasi-homogeneous vertical component with strengths less than about 1 T and a multipolar component with strengths less than about 0.1 T. The total magnetic fluxes of these components are approximately the same; the components are closely connected, and could belong to small-scale flux ropes.
