The organization of observational activities for the International Halley Watch (IHW) program is described. IHW will coordinate observations and studies of Halley's Comet in 47 countries of the world in the fields of astrometry, large scale phenomena (photographs and wide-field images of the comet); infrared spectroscopy and radiometry; photometry and polarimetry studies of the comet nucleus; radio-science studies; and spectrophotometry. In addition to ground based observations, the Giotto, Vega, Planet-A, and Astro-1 flyby missions are expected to yield valuable data for the structural properties, the chemical composition, and plasma characteristics of the comet. A block diagram is provided which describes the structure of IHW organization, and a table listing all the countries involved in IHW is presented.
