The observed parameters of scattering of the radio emission of pulsar PSR 0329 + 54 at 102.5 MHz on inhomogeneities of the interstellar medium are measured using an original method. The characteristic time of interstellar scintillations is 40 sec; two characteristic frequency scales, 100 and 750 Hz, are found. The frequency dependence of the scintillation time and the characteristic frequency scale of PSR 0329 + 54 indicate a power-law spectrum of inhomogeneities of electron density.
