The spectra of primary and secondary cosmic rays generated by the Fermi-acceleration process is derived analytically, exact to all orders. The observed L/M ratios in galactic cosmic rays constrain the frequency of encounters and the amount of acceleration by this process so severely as to imply that cosmic rays at high energies suffer negligible reacceleration in the interstellar medium.
