The role of the interaction between beams and cocoon structure in the generation of multiple hotspot structure and beam deflection in Fanaroff-Riley II radio sources is considered. It is demonstrated that large-scale density structure may exist within the cocoons of the sources, due to instability of the working surfaces of the sources. This structure may be responsible for multiple deflections of the beam, and may be convected into the beam path by a large-scale circulation in the cocoon, so that the pattern of deflections changes on a time scale of a million years. This effect can explain the slight lack of collinearity of nucleus and hotspots, the beam deflection inferred in Cygnus A, and multiple hotspot structure.
