The astrophysical interest of a two-dimensional multifrequency radioheliograph is stressed with regard to solar quiet atmosphere emission, thermal emission of local structures, and nonthermal emissions as a function of the spectral range. The technical aspects for the implementation of the project are detailed with regard to the antenna network, down converters, analog correlation, analog to digital signal conversion, Fourier transform operator, and data acquisition and storage. The management plan is outlined and the importance of the instrument in an international context is reviewed.
