Azimuthal disturbances in the charge density arising against the background of Saturn's rings are discussed. The different types of waves observed in the radial structure of the rings are identified, and the mechanisms of wave instability are discussed in detail. A system of equations describing the small one-dimensional oscillations in the rings is given in an appendix.
