The study of atmospheric Cherenkov radiation is important for ground-based γ-ray astronomy and the detection of high energy cosmic rays. Experimental, numerical and theoretical investigations of this phenomenon are described. The thesis documents the construction and operation of the Cherenkov array at Soudan, and the development of a 3-dimensional Monte Carlo code CHESS for simulation of Cherenkov radiation from extensive air showers. The all-particle spectrum of cosmic rays is measured in the energy range from 102 TeV to 105 TeV.
