The problem of determining spectroscopic constants for the calculation of the spectra of planetary nebulae is examined. The lines of the most abundant elements after hydrogen and helium (i.e., C, N, and O) are considered. Attention is given to the intensities of C III recombination lines, the spectra in the ultraviolet, and the probability of certain dielectronic transitions of C and N ions.
