The characteristics of flare increases in the electron component of solar cosmic rays as observed by the Venera 13 and 14 probes are correlated with the parameters of solar microwave bursts. It is suggested that the SCR electrons and electrons responsible for the excitation of the radio burst are accelerated in the same process. In addition, the escape efficiency of electrons with energies greater than 500 keV is analyzed as a function of the flare importance; the coefficient of escape into interplanetary space is evaluated for the event of Feb. 20, 1982.
