Within the framework of a Gamow cosmology with massive neutrinos, a situation is envisioned in which both galactic halos and globular clusters form as a result of the existence of a 'critical injection mass'. Here, globular clusters are formed primordially (z equal to about 1,000), and only later (z approximately 10-100) are then clustered into galaxies by the gravitational instability of neutrinos. Some of the globular clusters and uncondensed debris form the galactic disks near the centers of the potential wells; other clusters remain in the neutrino halo. This explains why globular clusters are detected at several tens of kiloparsecs from disks of visible matter. Analysis of their motion can furnish additional information on the distribution of mass in the neutrino halos.
