Observations of absorption and emission by the 21-cm line of neutral hydrogen have been made using 300- and 140-ft telescopes as an interferometer. This system allows high-accuracy spectra of both absorption and emission to be obtained simultaneously even at low galactic latitudes, which has been impossible for earlier studies. Used together, the two telescopes combine large collecting area with very high angular resolution, or 30 arcsec fringe separation, and a gain of 2 Jy/K. In this paper, the method of observation is described and spectra at low and intermediate latitudes are presented. The H I spin-temperature distribution obtained is similar to earlier studies at intermediate latitudes, but shows more cold gas at low latitudes. At low latitudes, high optical depth clouds sometimes conceal large amounts of atomic gas. Correction factors for the column density observed by emission surveys can be as large as 1.8, i.e., almost half the gas has been missed.
