In this paper, we show that it is possible to deduce the first phenomenological version of modified Newtonian dynamics (MOND) proposed by Milgrom from the relativity principle of motion in connection with the observed accelerated expansion of the universe. A new form of μ(x) in the Milgrom formula for Newton's second law is obtained. Moreover, we establish the relation between MOND and the deceleration parameter.
