Daily solar radio fluxes observed since 1957 at Toyokawa, Japan and Ottawa, Canada were used to determine the relationship between solar radio fluxes and solar radio activity. The fluxes were obtained at frequencies of 9400, 3750, 2000, and 1000 MHz, respectively. Additional measurements were obtained at 2800 MHz. Analysis of mean flux ratios during periods of 18 or 6 months indicates a close connection between radio fluxes in the cm region. Regression analysis of daily flux values during at least 25 years showed that day-to-day variations may differ from one wavelength to another particularly when the observations are not carried out simultaneously. A study of the stability of the data with respect to time and solar activity led to the conclusion that the combination of radio fluxes at 3, 8 and 10.7 cm may provide a good basis for a permanent solar activity index based on solar radio emissions in the centimeter band.
