The Antarctic Submillimeter Telescope and Remote Observatory (AST/RO), a 1.7 m offset telescope for heterodyne spectroscopy scheduled for installation at the South Pole in 1992, is described. It is designed to be a proof of concept for a permanent Antarctic submillimeter observatory. In the future, a 15 m class telescope on the Antarctic Plateau at an altitude of 4200 m could be used to observe protogalaxies and protostars. Possibilities of international cooperation in this project are outlined.
