On the basis of two magneto-fluid models for two time-scales, the double-layer formation in a strong turbulent plasma is examined. It is shown that the double layer is a moving nonlinear entity in this case: soliton and wave-packet shock. It turns out that a subsonic moving double layer is a double-double layer and might be accounted as an electric detonator in cosmic bodies while a supersonic moving double layer possesses a soliton pattern of shock type and can be broken up into a single double layer within the bounds of possibility.
