New spectroscopic observations of the central region, parallel to the major axis, of the M82 galaxy are presented. The results provide kinematic evidence that much of the visible ionized gas is actually outside the starburst region, in H II regions external to the main peaks of CO. The same is true for the ionized gas in the wind at 150 pc above the plane, which seems to be at larger radii than the molecular ring. This is predicted by models with a magnetic field. The data also yield electron densities in the disk H II regions and at the rim of the flow, rotation curves of the ionized gas in the central region and of the stellar population in the disk, and the visual extinction near the major axis. A model for the kinematics is presented which yields the opening angle of the flow and the mean flow velocity at 150 pc from the disk, and which explains the apparent rotation at the rim of the flow.
