The two important signatures of nonthermal activity in the intercluster medium (ICM) of clusters of galaxies are radio (halo or relic) and hard (>20 keV) X-ray emissions by relativistic electrons. I will first review briefly the existing observations including some recent ones from RXTE and then describe the possible emission processes for these radiations and their relation with the the dominant thermal soft (<20 keV) X-ray emission. These observation set some significant constraints on the spectrum of the relativistic electrons and on the acceleration process of these particles. The required physical conditions and the mechanisms for the desired spectra will be described and the role of future observations (from RXTE INTEGRAL GLAST satellites and ground based radio observatories) in further elucidation of the problems will be outlined.
