The observed secular variation of inclination of the Earth equator to ecliptic can be interpreted as dynamical consequence of the turn of the mantle and the core due to a dynamical evolution of this system in the gravitational field of external celestial bodies. On the base of the elementary dynamical theory of the relative translatory-rotary motion of the core and the mantle due to gravitational action of the Moon and the Sun the system of first integrals have been obtained (Vilke, 2004; Barkin, Vilke, 2004). The observable secular variation of the angle of inclination between equator and ecliptic Δɛ=-0.131±0.018 mas/yr (Vondrak, 1998) corresponds to angular velocity of "turning" of the mantle relatively to the core with angular velocity Δɛ[c]=1.056±0.145 mas/yr=5.120x10^ -9 rad/yr. According to the developed dynamic theory the core tests both translational and rotational displacements, both secular, and periodic. The secular translational displacement (polar displacement) reliably proves to be true the data of cryogenic gravimeters (Potsdam, Syowa, Medicina etc.) and by satellite data about geocenter motion and on changes of geodetic heights (Medcina, Syowa and others). The mentioned slow relative turn of the core and mantle also results in variations of gravity, the most significant at latitudes ±45° which make about 0.0364 μGal/yr. Periodic relative swellings of the core and the mantle which are described by theory, can result in more significant on amplitude variations of gravity on the Earth surface. In any case, precision gravimetric experiments can help to open and describe the true character of relative displacement of the core and the mantle.
