The paper deals with a maximum likelihood regression model for determining stellar distances, using proper motion and radial velocity data. It represents an improvement on techniques involving the derivation of secular and statistical parallaxes. A complete statement of the principles underlying this method of analysis is given, and a consistent calibration of the luminosities of galactic RR Lyrae and Cepheid variables is obtained by the use of fundamental kinematic and photometric data.
