A study of the distribution functions of proton events at maximum intensity and of microwave radio bursts at maximum intensity is presented. It is shown from the analysis of distribution functions that proton and electron accelerations are caused by different mechanisms of related origin. The relation of the number of accelerated protons associated with the number of accelerated electrons is defined, and the distribution function of accelerated flare particles is shown to be a power function within a wide range of argument variation.
