It is shown that the two-component structure of fluxes of electrons with energies of several tens of keV produced during solar bursts, as revealed in experiments aboard the Prognoz satellites, can be explained by a plasma mechanism of interaction of particle fluxes with the interplanetary medium. Estimates of electron beam stabilization by nonlinear processes are made.
