Statistical analysis shows that the distributions of halo stars in orbit eccentricity and angular momentum have two gaps each. This provides evidence of arrests in star formation during the collapse of the early Galaxy. Comparison of these gaps with the gaps in the distribution of stars and globular clusters in metal abundance leads to the conclusion that there were bursts of activity in the early evolution of the Galaxy, during which heavy elements were produced and star formation was inhibited.
