The low-energy gas scintillation proportional counter (LEGSPC) designed
for the Italian Space Agency SAX X-ray astronomy satellite is described,
together with its requirements and performance characteristics. It is
shown that the LEGSPC is a sensitive tool for studying drift velocity,
longitudinal diffusion, light production, and the Fano factor for Xe.
