Scintillations on interstellar plasma inhomogeneities are proposed as an explanation for flux variations of extragalactic radio sources with periods of about 1 yr at decimeter and meter wavelengths. The values of the scintillation index and its dependence on the wavelength and source flux correspond to the effect of saturated scintillations on inhomogeneities with a power law spectrum which falls abruptly at the frequency corresponding to the inner scale l = 3 X 10 to the 12th cm.
