Simultaneous measurements of solar cosmic ray protons with Ep approximately 1 Mev in earth's magnetosphere over the polar caps on the Cosmos-480 and in the transition region on the Prognoz during the April 18, 1972 flare are compared. A sharp anisotropy in the solar cosmic ray proton flux with maximum intensity near a plane perpendicular to the earth-sun line was observed outside the magnetosphere for not less than approximately 10 hours. The proton flux over the southern and northern polar caps hence agreed, respectively, with the maximum and minimum fluxes recorded in the transition region. The results favor the possibility of prolonged reconnection of the lines of force of the terrestrial and interplanetary magnetic fields.
