The approximate arcmin angular distribution of the 1 to 3 keV X-ray background was studied with the use of Einstein Observatory Imaging Proportional Counter (IPC) data. The angular autocorrelation function on scales of approximately 5 arcmin is seen not to exceed 9 percent. Fits to the observed distribution of the fluctuations are performed. They reveal that a Euclidean source population cannot be extrapolated below the flux level where these sources produce approximately 40 percent of the 1 to 3 keV X-ray background.
