A compiled catalogue is presented, comprising 718 stars from the Basic FK5 in the equatorial zone covering the declination range from -30 deg to 30 deg. The catalogue is based on an independent system of positions and proper motions centred at the mean epoch close to 1970 (N70E), constructed on the basis of 36 modern absolute and quasi-absolute catalogues of observations made from 1958 to 1993, on the one hand, and GC, N30, FK3 and FK4 systems on the other hand. The method of the normal system construction is presented and discussed. The overall mean formal accuracy of the N70E system is estimated to be around 5mas for positions at epoch 1970, and 15mas century^-1 for proper motions in both equatorial coordinates. The numerical values of the total systematic differences N70E-FK5 are provided in tables. Random improvement of the FK5 positions and proper motions has been made on the basis of 52 catalogues with an overall mean accuracy of 10mas (39 mas century^-1) in right ascension, and 13mas (34mas century^-1) in declination. Some specific features of the applied compilation procedure are discussed, and the accuracy of the N70E catalogue is estimated by comparison with the positional systems of FK3, FK4, FK5, GC and N30 taken at their mean epochs.
