Recent results of different observations are reviewed, a number of unresolved problems in observations and modeling are pointed out, and related consequences are discussed. Consideration is given to the kinematics of earth rotation, the secular part of the earth's rotation, the decade and periodic variations of the earth's rotation, polar motion, and problems related to transformations. The deficiencies in the luni-solar nutation formula are discussed. In the case of components of forced polar motions, neither the annual part of the wobble nor the 'high-frequency part' of periods much less than 14 months are included in the definition of the Celestial Ephemeris Pole (CEP). CEP coincides with the Tisserand axes only in the absence of free polar motion. It is inferred that the CEP is a kind of zero excitation pole, if excitation due to geophysical phenomena is omitted.
