The goal of the Lick Northern Proper Motion (NPM) program is the construction of a catalog of star positions and absolute proper motions, using faint galaxies as a reference frame, for the sky north of declination -23 deg. The NPM program consists of 1246 fields, each 6 deg x 6 deg, photographed with a 51-cm double astrograph. This paper describes the Lick Input Catalog of Special Stars, together with applications and intercomparisons with other astrometric programs.
