Scientific paper

The conditions for solar flares to produce effects on the earth's
rotation are analytically determined. It is shown that a sudden change
in the earth's rotation can occur only when, in a shock pair produced by
a large solar flare, the following shock moves appreciably faster than
the leading shock.
