A simple system of empirical modeling is developed for the interpretation of 81.5 MHz interplanetary scintillations caused by arbitrary interplanetary disturbances. Calculation examples from a set of idealized disturbances which can be used as the starting points for the interpretation of real disturbances are presented. The modeling is applied to a disturbance first seen on September 18, 1980. It is found that the leading edge of a spherical shell centered on the sun will appear to follow a line of constant elongation, with more strongly curved sky projections requiring more strongly curved shells. Disturbances travelling at large angles to the sun-earth line slow down and fade out at 90 deg.
