It is argued that "head-tail" radio galaxies observed in clusters of galaxies must be included in FR-I class. Turbulent jet model advanced earlier for double FR-I-type radio sources (3C 31-type) is used to describe the "tails" of these radio galaxies. The particular property of the hydrodynamical problem is necessary to take into account a comoving flow of external gas. The computer simulations show that under relevant conditions narrower jets are formed. This result is consistent with the high-resolution radio maps of some head-tail radio sources. It is concluded that the increasing of thermal gas density along the "tail" is the most convenient observational test for the discussed model.
