A summary regarding the fundamental data of the intercloud medium is provided, taking into account particles, the radiation from O-B stars, diffuse galactic X rays, optically thin planetary nebulae, and UV stars. It is shown that for the intercloud medium a source of ionization other than O-B stars must exist at high galactic latitudes. Possible reasons for the presence of electrons at high galactic latitudes are considered.
