It is suggested that the interaction of the primary cosmic rays with the residual atmosphere might create electron fluxes with energies of several hundred MeV, and that the electrons are trapped by a geomagnetic field. A mathematical analysis of the likelihood and features of such a radiation belt is provided. The intensity of the flux of trapped electrons might be of the order of the intensity of primary cosmic rays and would not be strongly dependent on the height. The trapped electrons would have to be located within comparatively small latitude and height intervals.
