The Integrated Ultraviolet and X-ray Astronomy Facility (UTEX) developed to supplement the NASA 2.4-m Space Telescope is designed for: (1) high-speed UV and X-ray photometry of X-ray sources and fast variable stars, (2) wide-field imagery and spectroscopy for surveys and observations of extended sources, and (3) slit spectroscopy of pointlike and extended sources. Performance requirements of UTEX are summarized with respect to imagery at f/2.4, slit spectroscopy at f/8, objective-grating spectroscopy, and correlated UV/X-ray photometry. The telescope system and its four basic assemblies are described along with the proportional-counter X-ray detector, time facilities for timing X-ray and UV events, and the autonomous multipurpose pointing and stabilization system. UTEX observing capabilities are evaluated in terms of limiting magnitudes for the various modes of operation, and the ways in which UTEX can supplement the functions of the Space Telescope are outlined.
