The maximum likelihood method was used to identify star groups with proper-motion dispersions whose values are comparable with measurement errors. The identification was made in eight areas of the sky with galaxies (for an absolute value of B greater than 45 deg) from a set of reference stars. It is recommended that reference stars at high galactic latitudes with relatively small proper motions be used to reduce the cosmic error of stellar proper motions determined by the Goloseevo long-focus astrograph. The error was reduced to + or - 0.0015 arcsec/year.
