It is suggested that the seasonal variations of the earth's rate of rotation are caused by a variation of the total energy of the earth's atmosphere, in the course of the planet's revolution about the sun in an elliptic orbit. Jacobi's virial equation for the earth atmosphere is derived from the Eulerian equations, and the existence of the relationship between the Jacobi function and the potential energy of the atmosphere is confirmed, so that Jacobi's equation is reduced to one of unperturbed virial oscillations. The annual and semiannual periodic variations in the earth's rate of rotation can be considered to be an astrometrical result which follows from the solutions presently obtained. Good agreement is obtained with experimental data.
