A new continuity equation in a fixed frame of reference is derived for the average time-rate-of-change of momentum of cosmic ray particles propagating in the interplanetary region. The equation is obtained by a rearrangement and reinterpretation of the ordinary equation of transport for cosmic rays, assuming spherical symmetry relative to the sun. According to this new version, cosmic ray particles may gain or lose energy depending on whether the density gradient is positive or negative. A positive gradient and resulting energy gain occurs during the late decay-phase of solar flare events and is generally the case for galactic cosmic rays. The equation is used for identifying certain physical processes in the steady-state propagation of cosmic rays, where galactic cosmic rays penetrate into the solar cavity.
