An attempt is made to check and to define more precisely the HL-index of solar activity on the basis of a comparison with analytical calculations of the spatial distribution of cosmic rays in interplanetary space, using a model which combines both anisotropic (at distances of 2 to 3 AU from the sun) and isotropic (at large distances) diffusion of cosmic rays. The forms of the HL-index which provide the best description of the modulation depth for various distances from the sun and various heliolatitudes of the point of observation are identified.
