It is shown that the stellar-wind model, in which the compact object in an eccentric-orbit binary accretes mass from the stellar wind of the normal star, is adequate to describe the majority of transient X-ray sources. It is suggested that the rapid rise to maximum emission in X-ray transients may result from the dependence of the X-ray emission on the temperature and density of turbulent gas columns above the magnetic poles of the compact object and that 1000 eccentric-orbit binaries should be expected in the Galaxy. A possible evolutionary model for all the compact galactic X-ray sources is discussed which involves a supernova in a close binary system, and Cir X-1 is suggested to be an intermediate-period transient. The main observational consequence of the eccentric-orbit model is shown to be that all X-ray transients would be expected to reoccur with the repetition period being the binary period of the system.
