The method used to develop the preliminary version of the Hissar
Astrographic Catalog (HAC) in the declination zone from -16 to -30
degrees is described. The HAC contains 55,818 stars. A comparison with
the SRS reference catalog shows that the preliminary HAC has an accuracy
of 0.023 s in right ascension and 0.30 arcsec in declination.
