Assuming a limiting value for the maximum possible density of matter, arguments are presented in favor of the concept that the existence of primordial low-mass black holes restricts the fundamental length to a specific maximum value. An analytical expression is obtained for the maximum possible density of matter beyond which the usual space-time description of the evolution of the Universe breaks down.
