The effect of interplanetary plasma dynamics on the shape of the time spectra of scintillations of radio sources of small angular dimensions is investigated. Two models - one describing the uniform motion of the plasma medium and the other a medium with two characteristic velocities - demonstrate that the power spectra of inhomogeneities contain two types of time-spectral variations: one connected with the inhomogeneity spectrum, and the other, with fine structure of velocities on the line of sight. Variations in the inclination of the time spectrum in the asymptotic frequency region reflect the real dynamics of the inhomogeneity spectrum, while the position of the transition region and its width reflect the dynamics of the velocity fine structure.
